RE: S. 6th Street Sewer & Water Project Notice of Apparent Low Bidder and Engineer’s Recommendation for Award of Contract:
The City received the following bids for the S. 6th Street Sewer & Water Project.

I have reviewed all bid packages and found all to be responsible and responsive with the exception of M.L. Houck Construction who did not submit a First Tier Subcontractor Form and Owen Construction who did not request to be added to the Plan Holders List as is required in Section 010 of the Project Manual.
I recommend that the contract be awarded to H&J Construction Inc. in the amount of $114,290.50.

ADDENDUM #1
June 26, 2025
The following clarifications and revisions for the above-referenced project are hereby incorporated by Addendum #1 to the previously issued bid documents.
Project Manual – Section 230 – Schedule of Bid Items - Revision: The quantity of Bid item #9 Pothole Utility Conflicts has been updated per attached Addendum #1 Section 230 - Schedule of Bid Items.
Plans – Sheets C1.0, C2.0, and C3.0. - Revision: The attached plan sheets C1.0, C2.0, and C3.0 supersede the previously issued sheets in their entirety.
Contractor Question – I was noticing on the plans that the telecommunications/fiber vault wasn’t located on the existing conditions page. Given its location on the East side of the road, South of the curb inlet at approximately 4+25, I was concerned that anything running out of it to the South might be a conflict. Is this something that requires attention now, or should the contractor assume that there may be issues with elevations for the water and sewer work it crosses? Clarification: Please see plans for locations of existing communication utilities. At this time, we do not anticipate any conflicts with Lumen infrastructure at this location.
Contractor Question – The Pavement Repair Detail shows Quarry Rock for the base rock. ODOT doesn’t require Quarry rock for the Class B backfill materials. Can River Rock work for the base rock material? Clarification: Please follow the details provided on plans for backfill.
Contractor Question – Trench Resurfacing is measured by the Square Yard. Note on Sheet C2.0 says a thickness of 4” or match existing whichever is greater. Do we base our bid on 4” of asphalt? What happens if the existing is thicker than 4”? Clarification: The minimum asphalt thickness is given. If the thickness increases due to the conditions in the field, an equivalent quantity will be calculated.
